Ezra 1:1-4

 Ob and In:

1. v.1 In the first year of King Cyrus of Persia, in fulfillment of the LORD’S message spoken through Jeremiah, the LORD motivated King Cyrus of Persia to issue a proclamation throughout his kingdom and also to put it in writing. 

70 years had passed since Jeremiah spoke the words of returning back of exile. In another prophetic book,  (BKC) "God had promised the Jewish remnant that He would raise up Cyrus as His servant to restore the fortunes of His people (Isa. 44:28; 45:1, 13). Under the Holy Spirit’s guidance, the Prophet Isaiah referred to Cyrus by name about 150 years before the king made his decree. Josephus wrote that Cyrus was shown the prophecy in Isaiah 44:28 and wanted to fulfill it (The Antiquities of the Jews 11. 1. 1)."

God is sovereign.

2. v.4 Anyone who survives in any of those places where he is a resident foreigner must be helped by his neighbors with silver, gold, equipment, and animals, along with voluntary offerings for the temple of God which is in Jerusalem.’ ” 

 (BKC) This is reminiscent of the Exodus from Egypt when God miraculously took the nation out of bondage and had the Egyptians aid them with gifts of silver, gold, and clothing (Ex. 3:22; 11:2; 12:35). Now God was effecting a new “Exodus,” again bringing His people who had been in bondage back into the land of promise...

God gives second chance.
