(1) God appreciated the gifts of the leaders and He responded to them by giving them instruction v.1-3 and communicating with Moses v.89.
Application: What is our intention of giving? Do our giving pleases God? Or do we only give when we are convenient?
(2) Why did the leaders offer the same thing and Moses repeated 12 times? Possibilities: the 12 tribes are different in population sizes and probably different in wealth, but their devotion to the Lord was well documented.

Application: I only guessed that some tribes may give out of their own capacity, but in the NT, Paul praised the Macedonia churches because they gave beyond their means (2 Cor 8:1-5). Jesus praised the poor widow who gave out of her poverty, and put in what she had to live on, everything she had (Mk 12:41-44). How do we give?
(3) What is special about what they offered? Everything they offered related to the 5 offerings: grain offering (thanksgiving of the harvest), offering of incense (prayer), burnt offering (consecration), purification offering, and peace (fellowship) offerings.

Their hearts to celebrate were related to their worship with God. Their offerings brought the restoration of fellowship with God and man.
Interesting fact: Goat=with curved horns, ram=with smaller straight horns, lamb=1 year old sheep, no horn.
(4) The laying of hands=Levites represented the Israelites 8:10.

Aaron offer the Levites as wave offering 8:11, 13, 15, 19, 21 =(NET plus my own notes) The wave offering was part of the ritual of the peace offering (when part of the offering can be shared and eaten in the tabernacle) and indicated the priest’s portion being presented to God in a lifted, waving motion for all to see.
The Levites were like that piece of meat presented to God in a waving motion and back to the priests. The Levites were presented for God's use and actually were going to be in the sanctuary to assist the priests.
It is unclear how Moses would have presented them as wave offerings, but the intent is that they would be living sacrifices, as Paul would later say in Rom 12:1 for all Christians.

Application: Are we willing to be the Levites? Am I being the living sacrifice who serves others because I offer my life to God? Am I just serving my own interest or do I serve the others interest as the main goal in my life? Do I just live for the praises from others? Do I fear man more than I fear God?
