When the enemies follow after him, the psalmist calls for deliverance because he trusts in the word of the LORD who is near (119:145–152)...The stanza focuses on the believers’ response to a present danger from people who have evil pursuits: they do not minimize the danger, but focus instead on the presence of the LORD and the reliability of his word. The message of this section may be worded as follows: When threatened by those who are far from God, the faithful may pray with confidence for deliverance because the LORD is near them and his promises are sure

In these 2 verses, we can see how the psalmist urged to follow God's words because the enemies were near v.150. However, even the enemies were near, the LORD is also near v.151.
Let us focus on the urge of the psalmist here. Not only did he got up early in the morning to pray and read God's word, he anticipated during the nighttime hours. After the reading he would meditate on God's word. In other words, he would have devotion in the morning. What made him like that was the threat of his enemies.

Do you have this eagerness to have devotion? Has it ever happened to you that your enemies draw near you, but the LORD is also near?
