(1) Repeated theme: Many people wanted to come to Jesus for His power v.7-12, but He called 12 people to come to Him and gave them His power v.13-19
3:10 For he had healed many, so that all who were afflicted with diseases pressed toward him in order to touch him.

(2) Note, the 12 disciples are given the privileges the crowd did not have. They could be with Jesus and Jesus delegated some of His power to them.
On one hand, Jesus has unlimited power so that He could heal so many people. On the other hand, He is the source of power and therefore He could delegate power to others.
(3) Reflection: We are also given the privilege to come close to Jesus. As much as we want, we can pray and have a close relationship with God through Jesus. He cares about us and hears us. Also, God has given us the Holy Spirit. It empowers us with the same power that raised Jesus from death. We are not powerless in the face of sin. We can if we make the decision to follow the Holy Spirit.
