(1) Context
From the beginning of chapter 2, Paul requested Timothy and all men to pray according to the will of God, namely all people to be saved. Then from v.9-11 Paul told women in the church how to adorn according to our reverence for God. For men and women, we lives according to God and the Gospel.
(2) Repeated words:
quitely,v.11, all submissiveness v.11, not to teach/exercise authority v.12, remain quiet v.12.
Paul used the same word, "allow"/"permitted" in 1 Cor 14:34.
14:34 the women should be silent in the churches, for they are not permitted to speak. Rather, let them be in submission, as in fact the law says.
(NET)
In light of [1Cor] 11:2–16, which gives permission for women to pray or prophesy in the church meetings, the silence commanded here seems not to involve the absolute prohibition of a woman addressing the assembly. Therefore (1) some take be silent to mean not taking an authoritative teaching role as 1 Tim 2 indicates, but (2) the better suggestion is to relate it to the preceding regulations about evaluating the prophets (v. 29). Here Paul would be indicating that the women should not speak up during such an evaluation, since such questioning would be in violation of the submission to male leadership that the OT calls for (the law, e.g., Gen 2:18).
In other words, teaching man in the church meeting with authority is not allowed because this will violate the creation order of God v.13. In v.14, Paul reminded the reader what happened when the creation order was reversed. Eve was deceived and gave the fruit to Adam to eat.
(NET (4) ) This may be a somewhat veiled reference to the curse of Gen 3:16 in order to clarify that though the woman led the man into transgression (v. 14b), she will be saved spiritually despite this physical reminder of her sin. The phrase is literally “through childbearing"... it may show attendant circumstance (probably with a concessive force): “...though accompanied by”
In other words, v.15 means, Eve was deceived by Satan and fell into transgression, but she (and other women) will be delivered from this transgression (despite the curse of the pain of the childbearing) if she (and other women) stay in faith and love, and holiness with self-control.
(3) Reflection: When we behave according to God's design for our family do not just affect the harmony in our family. From the context of this section, our submissiveness shows that we are willing to live according to the plan of God.
Silent, and learning are not negative terms. "Silent" is used in the Bible to describe wise people, and "learning" is encouraged for both men and women. Plus, women are mentioned in the Bible to teach men (Priscilla and Aquila taught Apollos in their home. The husband and wife taught together in their home, not in the church), women taught their children (Timothy was taught by his mother and grandmother). This passage shall not be a discouragement for women to serve in the church.
