(1) From v.2,6, 7, 8, Scriptures had repeated the name, "the LORD." In addition, His character of remembering His covenant was repeated, too in v.4,5, 8. His way to remember is to rescue them and bring them to the Promised land.
Note, the name, "the LORD" hinged on His faithfulness in fulfilling His promise. If God was not faithful He would not be called the LORD or Yahweh.
(NET) Yahweh is the one who is always there, and that guarantees the future, for everything he does is consistent with his nature. He is eternal, never changing; he remains.
In order words, when we say God is timeless, He is more than a time-traveller. It means He is not controlled by time. He guarantees that His promise would be fulfilled.
When God told Moses and Aaron to go then it was as good as it happened.
(2) Why did the Scriptures insert the genealogy here?
If you were God, what will you use to encourage Moses after his 1st set back by Pharaoh? Pharaoh expressed a definite "no" for Moses' request. Now, God told him to go and appear before Pharaoh again v.1-13. In v.14, the scriptures stated Moses' and Aaron's genealogy. Why?

How could the LORD call them "regiments," and go to battle with Egypt?

Also, just by Moses and Aaron, that would be done. Therefore, they were so important that the Scriptures recorded their genealogy. Even they themselves do not know they could be that important in history.
Reflection:
The salves, Israelites, could be the regiments and marched out from Egypt. What is more unbelieving to you?
When God promises those who believe in Him would have eternal life (john 3:16) it is also a done deal. He guarantees that it will happen. Therefore, Jesus, no one could take us away from His Father's hand (John 10:29). No one. Do you have a hard time believing this?
Do you believe that you are so important in some ministries? You may not believe you are, but God is the One who guarantees, not you.
