Paul wanted to go to Rome for a long time and he even wrote Romans for the purpose of introducing himself to the Roman believers (Ro 15:23). Eventually, he arrived Rome but not as he planned. Though he was a prisoner, he was free to be visited. No more persecution because he was under the protection of the government. I would imagine Paul has plenty of opportunity to preach to the officials and the guards. God’s plan is higher than our plan.
