The law reflects God’s characters. God shows his compassion in 22:22-23 “You shall not mistreat any widow or fatherless child. If you do mistreat them, and they cry out to me, I will surely hear their cry”. He is also just (23:2-3 “You shall not fall in with the many to do evil, nor shall you bear witness in a lawsuit, siding with the many, so as to pervert justice, nor shall you be partial to a poor man in his lawsuit.”) Also, He is kind. (Exo 23:4 "If you meet your enemy's ox or his donkey going astray, you shall bring it back to him.)
One of the function of the law is to protect us. It does not mean God totally endorses these activities. This is how Jesus explained the law of divorce in Matt 19. For example, the law has rules about slavery but it does not mean God endorses slavery. But without those rules, no one would protect the slaves.
