Romans 6-8 are important teachings on sanctification. Paul tells us three new relationships we have in Christ: Sin and I (ch. 6); Law and I (ch. 7) and the Holy Spirit and I (ch. 8). Without the understanding of those teachings, sanctification will be impossible.
In chapter 6, our relationship with sin is that we died to sin. We can have victory over sin if we follow the following 3 steps:
Know (vv. 1-10) – we know we died with Christ when we became a Christian. Sin ceased to be our master and we also have a new life. This is a historical fact for every Christian.
Count (vv. 11-14) – “Count” means you believe what is said in vv. 1-10 is true. We may not feel that we died to sin but we count it as true.
Offer (vv. 15-23) – “Offer” means we choose. We must choose righteousness daily. We can obey God because we died to sin (Dead people do not sin). We obey God one choice at a time.

Having said that does not mean I do not advocate the idea of presenting and offering. I think this is proper for those who are already saved.
