When God judges man He judges with justice v.16. No one can have any ground of appeal. Those who has the law will be judge according to the law. Man will pass the judgment not because of what they know about the law, but what they have done according to the law v.12-13. For those who do not have the law, e.g. our Chinese ancestors born before the Gospel reach them, will be judge according to what they have done, also v.14. Now how do they know the law? In v.14 the Scriptures say "by nature," in v.15 it says "their consciences" will either tell them what is wrong (by accusing them) or by telling them what is right (by defending them). However, no man successes and saved by their own work, because all are sinners (3:23).
God does not show partiality to any race or any people. Even the Jews knows God in a more personally way they do not believe in Him! God is just and when He is the judge we can be sure that He is a fair judge. We all deserve to be dead. Thank you for His salvation and we can live before Him. On the other hand, we can all feel rest before Him when we see any injustice in the world. He will handle it because He does not allow any injustice in His own judgment.
