I divide this passage into 2 main sections. The audience in v.1-4 is "all the earth (v.1, 4)," while in v.5-9 is Israel ("they" v.6, "us" v.9). Verse 10 belongs to another section (v.10-15) while the audience is God ("you" v.10, 11, 12, 13, 15).
God is a powerful God v.1-4 and the psalmist uses the example that happens on his own ancestors to help to illustrate to his fellow countrymen v.5-9. God is very much involves in their lives v.5. He dried the red sea sea so that the Israelites can escape the hands of the Egyptians (Exodus 14). In v.7, the psalmist turns to His power again, and this time he relates it to the Egyptians. "He rules forever by his power, his eyes watch the nations— let not the rebellious rise up against him." God knows very well that what we are doing and He judges sometimes immediately. God also cares about His people. His eyes watch the nations. We have no fear of what others can do to harm us. He takes ownership of His people. When the Egyptians rises against the Israel. The Scriptures say the rebellious rise up against Him.
Finally, in v.8-9 the psalmist calls his people to praise God. When they look back to their history he knows that God is the One who persevered them. "He has preserved our lives and kept our feet from slipping v.9." Not only their lives are preserved even their feet do not slip.
